But God removed King Saul and then established the throne of David as as replacement.

scripture removed him in my anger.

God refers to civil leaders as shepherds and it is the job of a shepherd to lead the sheep to green pastures and still waters and when they have access to clean water and lush forage then the sheep will multiply naturally. This equals having a civil leader allow his citizens to prosper.

I know of those who escaped North Korea and one said her father was placed into prison for the crime of operating a business and trying to feed his family. This is actually a crime in North Korea. They are left to starve to death and are not allowed to prosper.

Traits of bad shepherd

This will be the manner of king who will reign over you

Scripture: He will take the best of your land and vineyards and livestock and give them to his servants

This is exactly what the coming one-world ruler will do because he will plunder the citizens and use that plunder to pay off those who serve him.

This behavior is of the antichrist spirit.

Daniel 11:21–24 (NASB95)
21 “In his place a despicable person will arise, on whom the honor of kingship has not been conferred, but he will come in a time of tranquility and seize the kingdom by intrigue.
22 “The overflowing forces will be flooded away before him and shattered, and also the prince of the covenant.
23 “After an alliance is made with him he will practice deception, and he will go up and gain power with a small force of people.
24 “In a time of tranquility he will enter the richest parts of the realm, and he will accomplish what his fathers never did, nor his ancestors; he will distribute plunder, booty and possessions among them, and he will devise his schemes against strongholds, but only for a time.

Antiochus Epiphanes: Often history repeats itself and Antiochus Epiphanes typified the coming antichrist who will come by intrigue and use stolen wealth and plunder to buy off those follow him.

King Saul will son of Jessie give you vineyards and fields?

This that evil wolf type civil leaders are not producers and do not create infrastructure to help their people prosper. Leftist leaders are also like this as their communist ideology says “tax the rich to feed the poor” and always accuse those who are producers as being those who exploit the poor. But everyone can be prosperous in a country where a civil leader creates and environment where industry thrives and jobs are created and people are free to earn wages and make business.

Ezekiel 34:14–15 (NASB95)
14 “I will feed them in a good pasture, and their grazing ground will be on the mountain heights of Israel. Then they are free to multiply because they are protected and well fed.

1 Samuel 8:9–10 (NASB95)
9 “Now then, listen to their voice; however, you shall solemnly warn them and tell them of the procedure of the king who will reign over them.”
10 So Samuel spoke all the words of the LORD to the people who had asked of him a king.

Hired reckless men = those who take bribes or can be hired with plunder are worthless and reckless men. These are the types that followed Genghis khan and they did not build anything but destroy civilizations and left cities totally destroyed with heaps of human skulls at the burned gates of the cities the conquered. They had to temper their murderous policy because if they killed everyone they found that they would have no more loot because people are producers.

Also a classic example of bad king and good king in more recent times is the dynasty of the Kim family of north Korea and Park Chung Hee of South Korea who caused his own citizens to prosper and increased their income tenfold.

Allowing Citizens to Prosper This is a key factor that distinguishes a good civil leader that pleases God and one who is a curse to his own people and is only self-serving.
